P. Kay Floyd is an of counsel attorney in the firm’s Oklahoma City office. She navigates complex issues in the areas of government, politics and transportation law.

Outside of the firm, Ms. Floyd serves as a democratic leader for the Oklahoma State Senate, chair of Pott’s Family Foundation Early Childhood Caucus, and co-chair of Oklahoma Women’s Caucus. Ms. Floyd has a number of other appointments, including the Sexual Assault Forensic Evidence (SAFE) Task Force, Oklahoma Occupational Advisory Commission and Council of State Governments (CSG) Governing Board.

For more than 20 years, Ms. Floyd served as an administrative law judge for the State of Oklahoma, special municipal court judge for Oklahoma City, and legal counsel for the Oklahoma Board of Chiropractic Examiners. Near the start of her career, she served as assistant attorney general in the Oklahoma Attorney General’s Office, working alongside Riggs Abney attorney Mike Turpen.

Ms. Floyd was the recipient of the Oklahoma State Regents for Higher Education Distinguished Service Award and National Foundation for Women Legislators Woman of Excellence Award, both in 2016. She also received the Oklahoma Bar Association Mona Lambird Spotlight Award, Oklahoma Association for Justice Legislator of the Year Award, Oklahoma Bar Association Friends of Justice Award, and Oklahoma Association for Justice Legislator of the Year. She was named to the Oklahoma Farm Bureau 100% Club in 2014, 2016 and 2017.

Ms. Floyd obtained her Juris Doctor from the University of Oklahoma College of Law in 1983. She received her bachelor’s degree in psychology with a minor in political science and philosophy in 1980 from Oklahoma State University. She is a member of the Oklahoma County Bar Association.
